Rules for the formation and maintenance of the electronic database of the National Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan, RSE «Institute of Zoology»

 

  1. Basic concepts

 

1.1 Electronic database on the animal world The RSE 'Institute of Zoology' of the National Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan is designed to accumulate data on animal species, maintain an inventory of wildlife, as wellas characteristics of monitoring (model) sites for monitoring fauna,animal abundance and providing access to this data via the Internet.

The copyright holder of the RSE electronic database is the Institute of Zoology.COMMITTEE OF THE Ministry OF Foreign Affairs OF THE Republic OF Kazakhstan

The electronic database is stored on the server of the RSE Institute ofZoology' of the National Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan.

The database contains the following information: the scientific name, taxonomic position in the species, a short annotation, data on the location, including coordinates, geographical binding, information on the field and age, owner (for parasitic organisms), geological epoch (for fossil species of animals), data on population, photos, videos, collector, links to sources, and other information related to different characteristics of animals of the Republic of Kazakhstan.

The database can be used for the purpose of analysis, classification of data on the world of animals, for writing scientific articles, reports, registering the animal world of the Republic of Kazakhstan, optimization of scientific research, providing official organizations with statistical and analytical information about the animal world.

 

Access level 2

 

2.1 Access to the database is provided through the Internet network on the basis of registration (creation of an account, protected password) of the Administrator or User in the system of the Right Holder by assigning him the system name (login).

2.2 In the electronic database, there are 3 access levels: 1) Administrator; 2) Administrator of the group; 3) User.

  1. Administrator (general director, deputy general director, responsible administrator). – Full access to the whole database, the ability to enter data and the ability to edit.
  2. Administrator of the group (director of the laboratory, responsible for direction (group of animals)). – Full access to all data in the DB according to the direction (group of animals), the ability to enter data according to the direction (group of animals), the ability to edit.
  3. User (employee of the Institute). – Full access to the DB according to the direction (group of animals). Ability to enter data.

2.3 In case of dismissal, transfer to another job within the organization, expansion (reduction) of functional obligations of the Administrator/ Administrator of the group, associated with working in the database, the change of user rights.

 

 

 

3 Work with DB

 

3.1 Enter data

1) The electronic database of animals worldwide and the collection of animals is filled out by forms approved by the General Director of the RGPO «Institute of Zoology» (Appendix 1 and Appendix 2).

2) All entered data must be accurate, contain a link to the source and/or the name of the person who collected the data and/or the name of the specialist who determined the species and correspond to the criteria of scientific ethics;

3) Data entry is possible separately for each parameter by the User and/or by exporting data from the Excel table Administrator of the group.

 

3.2 Administration

Administration includes:

1) entering data into the DB and ensuring their preservation;

2) updating of information entered into the DB;

3) analysis and processing of information in the DB;

4) control of timely and accurate data entry into the DB;

5) accounting of persons who have access to the DB;

6) establishing criteria for the system to function and managing risks;

7) preventing unauthorized and intentional effects on the DB.

 

  • Using the DB

 

  • Using the DB includes:

 

  • Using its individual data, data array, creating reports and visualization by visualization of information from the DB of the right holder (scientists and Institute of Zoology administration according to access levels);
  • Using a part of the DB through the Web portal of other people. or using its individual data, data array, creating reports and visualization by visualization of information from the DB for the request of the right holder.

 

 

  • Rules for using the DB

 

1) Using the DB is possible for the execution of labor (job) obligations, including writing articles, reports, and also for the analysis of scientific data for the registration of the world animal register of the Republic of Kazakhstan.

2) Using the user's or administrator's own data, as well as published data, published in the DB, is possible without approval;

3) Using, publishing unpublished data, published in the DB, the results of the analysis of the data of others is possible only after the approval of the author of these data, as well as the administrator.

4) In the presence of a request from official authorized bodies, the use of data from the DB is possible only after the approval of the administration of the Institute.

5) Disclosure of confidential information from the DB to third parties is not allowed.

*In 2025 year on this portal you can find information about animals of the mountain territories of the Northern and Western Tien Shan and the arid territories of the Balkash-Alakol Bay.
In the future, the portal will be updated with information on other regionsof the Republic of Kazakhstan.
